The Democratic Republic of Congo (DRC) is undergoing significant health system reforms, aiming to strengthen pharmaceutical governance and achieve Universal Health Coverage (UHC). This context is marked by a reliance on external funding for health products. UNFPA is implementing global initiatives to enhance health systems and supply chains, aligning with its strategic plan and institutional reforms. This consultancy will provide high-level strategic expertise to analyze national reforms, identify sustainable financing opportunities for the supply chain, and strengthen national capacities.
Job Purpose
The purpose of this consultancy is to contribute to the sustainable strengthening of the pharmaceutical subsystem and national supply chain in the DRC. This will be achieved through strategic analysis of ongoing institutional reforms and financing mechanisms. The role aims to identify opportunities for ensuring the long-term availability of health products and enhancing national capacities in governance, financing, and supply chain management. Furthermore, the consultancy will support efforts to reduce preventable maternal, neonatal, and infant mortality by improving care quality, ensuring essential health product availability down to the last mile, and mobilizing sustainable resources for provincial health priorities.
Responsibilities
The consultant will analyze national and institutional reforms impacting the pharmaceutical subsystem and supply chain, including SNAM, ANAMED, TPS/FPS, UHC financing, and UNFPA's global supply chain initiatives. They will support the integration and financing of reproductive health products within national and international mechanisms, exploring opportunities with the Global Fund and advocating for the disbursement of Family Planning Compact commitments. A strategic roadmap for UNFPA's positioning in supporting pharmaceutical subsystem reforms and resource mobilization will be developed, including organizing roundtables with public, private, and technical stakeholders, particularly mining companies. Opportunities to integrate priority health needs into mining company social responsibility charters will be identified. In the Lualaba province, the consultant will contribute to preparing a resource mobilization roundtable and pre-workshop to document supply chain needs for reducing preventable mortality and orienting them towards sustainable financing mechanisms. Strategic recommendations for strengthening national capacities in governance, regulation, financing, and supply chain management will be formulated to improve product availability, traceability, accessibility, and sustainability. A national quantification capacity assessment will be conducted for reproductive and maternal health products.
Work Experience
A minimum of 7 years of relevant professional experience in health systems strengthening, pharmaceutical supply chain management, health financing, or programme management, preferably in a developing country context. Experience in policy analysis, reform processes, and resource mobilization is essential. Experience working with UN agencies or international organizations is an asset.
Skills
Strong analytical and strategic thinking skills. Excellent understanding of health systems, pharmaceutical supply chains, and financing mechanisms. Proven ability to conduct policy analysis and develop strategic recommendations. Experience in stakeholder engagement, resource mobilization, and organizing roundtables. Excellent communication and report-writing skills in French and English. Proficiency in relevant software and data analysis tools.
