UNFPA Expert and practitioner on Technology-Facilitated Gender-Based Violence (TFGBV) from justice sector

Organizational Context

This role supports UNFPA Moldova's efforts to strengthen the justice sector's response to technology-facilitated gender-based violence (TFGBV), aligning with the ICPD Programme of Action and Sustainable Development Goals.

Job Purpose

This consultancy aims to provide international technical expertise to design and deliver a Training of Trainers (ToT) program for the National Institute of Justice in Moldova. The goal is to equip selected representatives with the necessary knowledge, practical tools, skills, and training methodologies to institutionalize and sustainably deliver TFGBV training within the national justice system. The consultant will also review and strengthen existing training curricula, incorporating international standards and practical case-based methodologies, and develop a Standard Operating Procedure (SOP) to guide justice and law enforcement professionals in responding to TFGBV cases.

Responsibilities

The International Consultant will review the existing legal and institutional framework related to TFGBV, identifying gaps and opportunities for capacity building. They will revise the training curriculum for justice professionals, integrating international standards, promising practices, and victim-centred approaches. A Training of Trainers (ToT) program will be designed and delivered, including all necessary materials. Additionally, the consultant will develop a comprehensive Standard Operating Procedure (SOP) for responding to TFGBV cases, covering identification, investigation, prosecution, adjudication, interinstitutional cooperation, and victim protection, ensuring alignment with the Istanbul Convention and EU directives.

Work Experience

A minimum of 7 years of professional experience as a judge, prosecutor, criminal investigation officer, or senior legal expert in criminal justice. Demonstrated practical expertise in investigating, prosecuting, or adjudicating technology-facilitated gender-based violence (TFGBV) cases is required. Experience in developing professional training curricula and delivering capacity-building programs is also essential.

Skills

Strong knowledge of international and European legal standards, including the Istanbul Convention. Proven understanding of gender equality, human rights, and survivor-centred approaches. Expertise in technology-facilitated gender-based violence (TFGBV). Ability to develop training curricula and deliver capacity-building programs. Excellent analytical, communication, and report-writing skills.
