International Consultant: Sexual and Reproductive Health (SRH) Specialist for Disaster Risk Reduction (DRR), Climate Change, and Anticipatory Action (AA) [Remote]

Organizational Context

UNFPA is the UN agency focused on sexual and reproductive health, aiming to fulfill every young person's potential. This role supports UNFPA Pacific's 8th Multi-Country Programme, focusing on humanitarian action and climate resilience. The consultant reports to the Humanitarian Specialist and works remotely on a part-time basis for 49 days.

Job Purpose

The Pacific region faces significant vulnerability to climate and disaster shocks, impacting sexual and reproductive health (SRH) and gender-based violence (GBV) service continuity. This consultancy aims to strengthen preparedness and resilience by integrating SRH, GBV, Disaster Risk Reduction (DRR), Climate Change, and Anticipatory Action (AA) frameworks. The role will lead key initiatives to enhance regional coordination, develop essential guidance documents, and support training programs, ultimately reducing vulnerabilities for an estimated 2.6 million people in hazard-prone areas.

Responsibilities

The consultant will develop country-specific Sendai GAP one-pagers for eight Pacific nations and update the regional status, contributing to the UNSDCF and UNFPA's MCPD. Responsibilities include co-designing a regional Community of Practice for SRH and producing a manuscript on regional coordination. The role also involves supporting Cash and Voucher Assistance (CVA) training with Fiji National University, validating Minimum Initial Service Package (MISP) implementation SOPs for Kiribati, Solomon Islands, and Vanuatu, and assisting with ongoing MRA validations in Fiji, Tonga, and Vanuatu. Furthermore, the consultant will draft project proposals and concept notes to advance the SRHiE agenda in the Pacific.

Work Experience

Requires at least 5 years of relevant experience, including field work in GBV/SRHR/Climate Change programming in remote, low-resource, or humanitarian settings. A strong understanding of the Sendai Framework, Gender Action Plan, and gender-focused DRR approaches is essential. Familiarity with UNFPA's work in humanitarian contexts is advantageous. Experience in assessments, developing guidance documents, and policy advocacy is desirable.
