UNFPA Ukraine seeks a National Consultant to support the Ministry of Social Policy, Family and Unity in addressing challenges related to the implementation of state policy on combating sexual violence within the context of the armed aggression. This role is crucial for advancing the Government of Ukraine-UN Framework of Cooperation on CRSV Response and related national legislation.
Job Purpose
The National Consultant will provide essential technical support to the Ministry of Social Policy, Family and Unity of Ukraine in implementing state policy on preventing and responding to Conflict-Related Sexual Violence (CRSV). This involves supporting the development and implementation of legal, policy, and methodological frameworks, strengthening survivor-centred services, and facilitating coordination among national and international stakeholders. The role contributes to enhancing capacity-building initiatives, monitoring CRSV commitments, and facilitating the localization of response efforts to ensure sustainable and community-based support systems for survivors.
Responsibilities
The National Consultant will support the Ministry of Social Policy, Family and Unity of Ukraine in implementing state policy on CRSV prevention, aligning with the Government of Ukraine-UN Framework of Cooperation, its Implementation Plan, and relevant national legislation. Key duties include providing technical support for developing and reviewing legal, policy, and methodological frameworks for CRSV prevention, survivor assistance, social protection, and reparations, and supporting the operationalization of relevant laws. The consultant will coordinate the Ministry's engagement in national CRSV coordination mechanisms, ensuring effective cooperation with government institutions, UN agencies, civil society, and development partners. Responsibilities also encompass strengthening survivor-centred, trauma-informed services, developing and delivering capacity-building initiatives for service providers, and supporting monitoring, analysis, and reporting on CRSV-related commitments. Field missions to assess subnational needs and facilitate the localization of CRSV response efforts through engagement with regional authorities and organizations are also part of the role.
Work Experience
A minimum of 2 years of work experience in human rights, gender equality, or GBV-related fields is required. Experience in global and domestic CRSV response frameworks and the Women, Peace and Security agenda is a strong asset. Experience in inter-agency coordination with government entities, the UN system, or comparable international organizations is desirable.
Skills
Strong analytical skills, ability to assess policy frameworks, identify gaps, and formulate evidence-based recommendations. Skills in managing internal and external communications. Experience in facilitating cooperation among governmental, multilateral, and non-governmental organizations.
