Job Purpose
The Monitoring and Evaluation Analyst is responsible for ensuring the quality assurance of country programme activities through robust monitoring, evaluation, and reporting, in alignment with UNFPA's result-based management principles. This role is crucial for strengthening the capacity of both country office staff and implementing partners in effective programme monitoring, evaluation, and reporting. By providing technical support and coordinating these efforts, the analyst contributes to evidence-based decision-making and the overall success of UNFPA's mandate in Sierra Leone.
Responsibilities
The role involves supporting and strengthening the capacity of country office staff and implementing partners in developing Annual Work Plans aligned with UNFPA's M&E guidelines and donor agreements. It includes providing technical inputs and building partner capacity in M&E systems and enhancing the quality of programme data. The analyst will coordinate and support the preparation of quarterly, annual, UNSDCF, and donor reports. Key duties also encompass producing evidence-based analyses, briefs, and presentations on results planning, monitoring, and reporting, and strengthening results-based management using data from information systems and national surveys. The position requires collecting, reviewing, and analyzing best practices and lessons learned to demonstrate impact and guide intervention realignments. Technical oversight for M&E activities to ensure compliance with principles and standards is essential, as is providing technical input for monitoring visits and supporting follow-up actions. The analyst will lead the review, evaluation, and documentation of programme results, best practices, and lessons learned, and implement data visualization strategies to enhance communication of programme data. Supporting the digitalization of knowledge management and optimizing M&E systems, along with capacity strengthening for staff and partners in ICT-based tools, are also key responsibilities.
Work Experience
Requires three years of relevant experience in a related field or research, with proven experience in monitoring and writing project activity reports. A thorough understanding of the UN system, particularly UNFPA's mandate, policies, and operations, is necessary. Excellent computer/information systems skills and the ability to work effectively under pressure with attention to detail are also required.
