CONSULTANT INDIVIDUEL (P2) - ÉVALUATION DE L'USINE D'ASSEMBLAGE DE TABLETTES ET DU PROCESSUS DE PRODUCTION DES TABLETTES À KINSHASA (RGPH-2)
Organizational Context
The United Nations Population Fund (UNFPA) in the Democratic Republic of Congo is supporting the government's reform of the statistical system, including the second General Population and Housing Census (RGPH-2). This consultancy is part of a broader national transformation agenda focused on economic development, digital modernization, and youth employment through local industrial capacity building, particularly in the digital sector.
Job Purpose
This consultancy aims to conduct an independent evaluation of the process for establishing a local tablet assembly plant and the subsequent assembly and deployment of tablets for the RGPH-2. The evaluation will cover legislative, administrative, technical, logistical, environmental, security, health, and financial aspects. The ultimate goal is to provide robust recommendations to guide national capacity-building efforts in the digital industry and ensure the systematic production of population data, aligning with the government's vision for economic transformation and digital modernization.
Responsibilities
The consultant will evaluate the feasibility of establishing a tablet assembly line in the DRC, assessing technical, economic, and institutional aspects, including site preparation, industrial processes, supply chains, and regulatory compliance. This includes auditing the proposed assembly site and industrial process in Kinshasa. The role also involves assessing the integration of tablets into the RGPH-2's CAPI technical framework, ensuring data quality and systematic use of demographic data. Furthermore, the consultant will analyze the project's alignment with national policies and international initiatives for youth employment in industrial value chains, focusing on skills transfer and local content. Key activities include document review, technical audits, compliance verification, schedule assessment, institutional consultations, risk analysis, and formulating operational recommendations and a roadmap.
Work Experience
Minimum of three years of professional experience in industrial or digital projects, with practical experience in electronic assembly production environments (smartphones, tablets, or similar). Experience in quality control for electronic assembly, mobile terminal configuration, deployment, diagnostics, and maintenance is required. Experience in technical deployment project management and training local technicians is advantageous.
Skills
Strong analytical, writing, and reporting skills. Proficiency in French is required; good working knowledge of English is an asset. Expertise in network infrastructure, iterative methodologies (e.g., Scrum), and standard office/data analysis tools is beneficial. Experience with UN agencies, CAPI censuses, or PPP frameworks is a plus.
