Job Purpose
The Deputy Representative, in collaboration with the UNFPA Representative, is crucial for strengthening Haiti's capacity to implement the ICPD Programme of Action and achieve SDGs. This role is accountable for developing and managing an innovative Country Programme focused on population and development, universal access to sexual and reproductive health and rights, maternal health, family planning, gender, and youth empowerment. The Deputy Representative promotes national integration of these issues into the broader development agenda, advocating and delivering effective programs, including in emergency settings, to validate UNFPA's mandate and ensure high-quality results.
Responsibilities
The role involves leading programme development, management, and monitoring in line with UNFPA's strategic plan, assessing national trends, and expanding the programme portfolio. It includes establishing quality standards, overseeing monitoring and evaluation, and ensuring UNFPA's mandate is integrated into humanitarian preparedness and response plans. A key aspect is developing national capacity for ICPD commitments, promoting data use for policy-making, and strengthening health systems for universal healthcare access. The position also focuses on building partnerships with government, donors, and civil society, advocating for the ICPD agenda, and mobilizing resources. Management responsibilities include supporting the Country Office, staff development, and ensuring compliance with security standards.
Work Experience
Requires 10 years of progressive professional experience in public administration and international development, including programme design, appraisal, and management, with at least 8 years in population and development, sexual and reproductive health, or humanitarian work at the international level. Experience leading complex development and humanitarian programmes is essential, along with a strong understanding of human rights, population dynamics, SRHR, and gender equality.
