Organizational Context

The role is within the UNFPA Country Office in Guinea-Bissau, supporting the Representative and Assistant Representative. UNFPA is the UN agency focused on sexual and reproductive health, aiming to end preventable maternal deaths, unmet need for family planning, and gender-based violence. This position contributes to achieving these goals and the broader Sustainable Development Goals by managing activities related to adolescent and youth reproductive health and the demographic dividend.

Job Purpose

This role supports the effective management of UNFPA's activities in Adolescent and Youth Reproductive Health (AYRH), HIV/AIDS, and the Demographic Dividend within Guinea-Bissau. The Programme Analyst will conduct in-depth analysis of socio-economic and political trends to inform project formulation, monitoring, and joint programming efforts. Key contributions include ensuring alignment with national development frameworks, monitoring results, and guiding the application of systems and procedures to enhance programme delivery and achieve impactful outcomes for young people.

Responsibilities

The Programme Analyst is responsible for analyzing the political, social, and economic landscape relevant to AYRH, HIV/AIDS, and youth development, identifying opportunities for UNFPA intervention and integrating these insights into the country programme. This includes reviewing policy documents and preparing analytical briefs for policy dialogue. The role involves contributing to the design of country programmes and projects in collaboration with government, UN agencies, and civil society, and negotiating annual work plans with implementing partners. Furthermore, the analyst will guide and facilitate the implementation of the AYRH and Demographic Dividend portfolio, monitor project expenditures against budgets, and prepare result-based reports. They will also support effective implementing partner management through proper documentation and site visits, and contribute to knowledge management by identifying best practices and fostering innovation in youth empowerment initiatives.

Work Experience

Requires at least three years of professional experience in reproductive health, youth empowerment, peacebuilding, or human rights. Proven experience working with youth organizations, project design and management, policy analysis, and advocacy for youth and women empowerment is essential. Familiarity with government counterparts, UN agencies, NGOs, and the UN system, particularly UNFPA, is advantageous. Experience in budget management and workplan development is also required.
