Job Purpose

The Programme Specialist provides technical, operational, and coordination support to ensure effective GBV prevention and response services, alongside sexual and reproductive health services, particularly during emergencies and recovery phases. The position aims to strengthen capacities for multi-sectoral, rights-based interventions that prevent and mitigate GBV, integrating gender equality and women's human rights into national policies and development frameworks.
Responsibilities
The Programme Specialist will coordinate the planning, implementation, and monitoring of UNFPA's humanitarian response, adapting to evolving contexts in Myanmar. This includes identifying intervention areas, collaborating with partners, and overseeing UNFPA's contributions to coordination meetings. The role involves conducting field visits to assess needs, recommending strategies for SRH and GBV services, and ensuring timely procurement and distribution of essential commodities. Responsibilities also include participating in needs assessments, supporting the coherent implementation of SRH and GBV components, and providing programmatic guidance for GBV prevention and response integration into humanitarian frameworks. The Specialist will offer technical support for capacity building, develop guidelines, lead proposal development for resource mobilization, and establish quality case management standards for SRH and GBV. They will also provide strategic guidance for mental health and psychosocial support, manage implementing partners, and support policy development. Furthermore, the role entails leading coordination within UNFPA and with external stakeholders, representing UNFPA in relevant forums, and ensuring GBV and SRH mainstreaming across humanitarian sectors. Capacity building of partners through training and material development, as well as monitoring and evaluation of program progress and financial delivery, are also key duties.
Work Experience
Requires seven years of progressive professional experience in GBV coordination and programme management, including large multi-sectoral projects, proposal development, and partner liaison. Demonstrated experience in gender issues, humanitarian coordination, GBV, and international human rights standards is essential. Experience with sexual reproductive health and rights, protection issues across development-humanitarian-peacebuilding nexus, and mental health/psychosocial support is needed. Prior training in gender and GBV, and familiarity with international tools like GBV Standard Operating Procedures and IASC Guidelines are beneficial. Field experience in complex emergencies is an asset.
