The UNFPA Country Office in the Central African Republic, in collaboration with the Ministry of Territorial Administration, Decentralization and Local Development, seeks a National Consultant. This mission, funded by the regional HISWACA project, is crucial for local anchoring and national ownership of the vital statistics registration system roadmap.
Job Purpose
The National Consultant will play a pivotal role in finalizing the national roadmap for the Civil Registration and Vital Statistics (CRVS) system in the Central African Republic for the period 2026-2028. Working closely with an international expert, the consultant will ensure the roadmap aligns with CEMAC regional standards and the National Development Plan (2024-2028). This involves refining activities, timelines, and budgets, conducting in-depth situational analysis, and developing a realistic financial forecast using the CRVS Costing Tool.
Responsibilities
The National Consultant will refine the draft roadmap's activities, timelines, and budgets based on the Bangui workshop outcomes. They will conduct a comprehensive situational analysis by completing standardized diagnostic templates for the national system. A key task involves utilizing the CRVS Costing Tool to generate a detailed and realistic projected budget. Furthermore, the consultant will develop an integrated communication plan encompassing behavior change, advocacy, and social norms. They will also organize consultation meetings with stakeholders from Health, Justice, the National Statistics Institute (INS), and Civil Society to validate proposed activities and ensure close collaboration with the international consultant for regional interoperability and comparability.
Work Experience
Minimum of 5 years of professional experience in statistics, demography, or public health, with a focus on civil registration and vital statistics systems. Experience in roadmap development, data analysis, and stakeholder consultation is required. Familiarity with the CRVS Costing Tool is a strong asset.

Strong analytical and problem-solving skills. Excellent report writing and communication abilities. Proficiency in data analysis and statistical software.
