NATIONAL CONSULTANT: To review progress on human rights and gender recommendations for Global Fund GC8 Program Continuation Application for Rwanda.
Organizational Context
The Government of Rwanda is preparing a Global Fund grant application for HIV, TB, and Malaria. UNFPA, a lead UN agency, supports reproductive health, maternal care, and youth potential. This role supports UNFPA's mandate to achieve Sustainable Development Goals by integrating human rights and gender considerations into national health programs, aligning with the ICPD Programme of Action.
Job Purpose
This consultancy aims to review progress on human rights and gender recommendations relevant to sexual, reproductive, maternal, new-born, child, and adolescent health (SRMNCAH), HIV, TB, and malaria outcomes in Rwanda. The consultant will assess the implementation of past recommendations, identify achievements, gaps, and barriers, and develop evidence-based recommendations. These findings will be crucial for integrating human rights and gender equality into the Global Fund GC8 continuation application, ensuring that programming addresses persistent inequities and contributes to national and global health targets.
Responsibilities
The consultant will conduct a comprehensive desk review of policy and programmatic documents concerning human rights, gender equality, and GBV, analyzing their impact on SRMNCAH, HIV, TB, and malaria outcomes. This includes mapping and tracking recommendations from past assessments and evaluating their implementation status. The role involves identifying achievements, good practices, gaps, bottlenecks, and enabling factors. Stakeholder consultations with government, UN agencies, civil society, and community representatives will be conducted. The consultant will analyze human rights and gender-related barriers in service delivery and develop prioritized, evidence-based recommendations for GC8 programming, supporting their integration into the application narrative and ensuring alignment with Global Fund requirements.
Work Experience
Requires at least 5 years of experience in HIV/TB programming, public health, or health systems strengthening. Proven experience in human rights and gender analysis/assessments within health programs is essential. Experience with Global Fund application processes is an asset. Strong analytical, report writing, and stakeholder facilitation skills are necessary.
