Organizational Context
The Programme Analyst, Gender is based in the UNFPA Timor-Leste Country Office in Dili, reporting to the International Programme Coordinator. This role is crucial for advancing gender equality and addressing Gender-Based Violence (GBV) to achieve the ICPD Programme of Action and the 2030 Agenda for Sustainable Development. UNFPA is the UN agency dedicated to sexual and reproductive health and rights, aiming to end preventable maternal deaths, unmet need for family planning, and GBV.
Job Purpose
The Programme Analyst, Gender provides essential policy guidance and technical support for national and subnational initiatives focused on gender equality and combating gender-based violence, aligning with UNFPA's Strategic Plan and Country Programme priorities. The role involves managing UNFPA-supported interventions to enhance national capacity in addressing discriminatory norms and implementing the National Action Plan against GBV. Through in-depth analysis of socio-political and economic trends, the incumbent contributes to policy and programme development, implementation oversight, and the achievement of advocacy results. This includes ensuring GBV prevention and response are integrated into key national frameworks, such as health systems and disaster preparedness plans, and fostering collaborative relationships with diverse stakeholders to advance UNFPA's mandate.
Responsibilities
The role encompasses comprehensive programme management, implementation, and monitoring, including the preparation of annual work plans, day-to-day management, and budget oversight. It involves supporting implementing partners in planning, monitoring, and reporting on UNFPA-funded activities, ensuring compliance and resource safeguarding. Effective financial management, budget monitoring, and expenditure tracking are key. The position requires conducting monitoring visits, ensuring the technical quality of interventions, identifying challenges, and reporting on results and lessons learned. Strengthening partnerships with government, civil society, and development partners is crucial, as is participation in inter-agency coordination mechanisms. The role also involves developing advocacy materials, advocating for evidence-based GBV policies, analyzing the socio-political environment, and supporting resource mobilization efforts. Furthermore, the incumbent serves as a technical lead for gender equality and GBV, providing support to government institutions for integrating these principles into national policies and strategies, and acts as the PSEA focal point for the Country Office.
Work Experience
A minimum of two years of progressive professional experience in international and national development, focusing on gender equality, women's rights, and gender-based violence. Experience in programme/project management, particularly in multi-sectoral programmes, is required. Knowledge of sexual and reproductive health and rights, GBV, and international human rights standards is essential. Demonstrated strategic thinking, coordination, and communication skills, along with results-based programme management experience, are necessary. Prior UN system experience is an asset.
