Job Purpose
The Consultant International Principal serves as the Head of Mission and an expert in Industrial Audit and Strategy, tasked with piloting the overall audit methodology and ensuring deliverable consistency with international standards from Technical and Financial Partners (TFPs). This role is critical for managing complex projects, including digital transformation and the "double process" of factory construction and tablet assembly. The purpose is to identify critical breaking points, establish control gates, ensure quality assurance, and facilitate high-level communication and mediation to overcome inter-institutional blockages, ultimately contributing to the successful implementation of large-scale digital and industrial projects.
Responsibilities
The role involves strategic direction, piloting the global audit methodology, and ensuring deliverables align with international standards of TFPs such as the World Bank and AFD. Key responsibilities include supervising the critical risk management of the "double process" (factory construction and tablet assembly), identifying critical breaking points, and establishing control gates for production phase validation or suspension. The consultant will also be responsible for quality assurance, consolidating diagnostic reports, and ensuring tablet compliance with RGPH-2 CAPI requirements. Furthermore, the position requires high-level interface and communication with the steering committee, facilitating mediation for inter-institutional blockages, and designing a 3-12 month roadmap with a focus on technological sustainability post-census.
Work Experience
At least 7 years of proven expertise in digital industrialization, electronic assembly (tablets, smartphones), and technology transfer in francophone Africa. Extensive experience in institutional dialogue with governments, UN agencies, and TFPs is required. Demonstrated ability to design and evaluate large-scale digital and industrial projects, including feasibility studies and value chain development, is essential. Prior experience with UN agencies, censuses (CAPI), or PPP frameworks is an asset.
Skills
Excellent analytical, writing, and reporting skills. Proficiency in French (written and oral) is mandatory, with a good working knowledge of English. Mastery of standard office and data analysis tools. Expertise in industrial engineering, complex project management (PPP), and digital transformation. Strong capabilities in institutional dialogue, risk management, and quality assurance.
