Job Purpose

Responsibilities
The consultant will be responsible for institutional liaison, ensuring daily operational coordination with the INS/BCR, ARPTC, and technical services of the Ministry of Planning. A key duty involves analyzing local content by establishing and monitoring performance indicators for skills transfer and youth employment, specifically evaluating the number of technicians trained and certified. The role also includes conducting field audits of the assembly site in Kinshasa to verify the conformity of the local industrial process with contractual commitments. Furthermore, the consultant must ensure that the technical integration of tablets into the RGPH-2 framework, including mapping, security, and logistics, is realistic and suitable for the Congolese context.
Work Experience
A minimum of three (3) years of professional experience in industrial, digital, or statistical projects is required. Experience in data collection operations, logistics, or industrial process monitoring is considered an asset. Prior experience with UN agencies, censuses (CAPI), or PPP frameworks is also advantageous.
Skills
Required skills include excellent analytical, writing, and reporting abilities. Proficiency in standard office and data analysis tools is essential. Fluency in French (written and oral) is mandatory, with a good working knowledge of English being required for the principal consultant and an asset for the senior consultant.
