National Consultant for Documentation and Knowledge Management, WGF Programme
Organizational Context
The National Consultant for Documentation and Knowledge Management supports the WGF programme in Myanmar, reporting to the Programme Management Specialist. The role focuses on strengthening documentation frameworks, capturing institutional knowledge, and demonstrating programme impact. UNFPA is the lead UN agency for sexual and reproductive health and rights, working towards a world where every pregnancy is intended, every childbirth is safe, and every young person's potential is fulfilled, aligning with the ICPD Programme of Action and SDGs.
Job Purpose
The consultant's primary purpose is to support the WGF programme by strengthening documentation frameworks, capturing institutional knowledge, and effectively demonstrating programme impact. This involves coordinating with field offices and thematic teams to ensure all planned capacity-building initiatives, particularly those focused on disability inclusion, are successfully executed, tracked, and showcased. As the WGF Programme Phase 3 concludes, this role is critical for consolidating achievements, securing institutional memory, streamlining final documentation, extracting key operational learnings, and ensuring the sustainability of the programme's impact during its transition to the next phase.
Responsibilities
The consultant will support WGF implementing partners to enhance their reporting and documentation capabilities, ensuring all planned training sessions, especially disability inclusion initiatives, are comprehensively documented. They will identify and document key strategic shifts in partners' operational approaches, analyzing their influence on WGF Phase 3 delivery and resilience. Responsibilities also include evaluating and documenting IP-sub-grantee relationships, assessing support effectiveness, identifying gaps, and detailing localization efforts. The role involves designing and facilitating structured lessons learned workshops, capturing compelling case stories to demonstrate the programme's qualitative and quantitative impact. The consultant will systematically organize, manage, and compile all programme data and documentation, transforming fragmented inputs into cohesive, high-quality information packages. Cross-functional collaboration with the WGF team, field offices, and thematic teams, including M&E, is essential to align reporting with final-year goals. Additionally, the consultant will collaborate with the WGF Programme Analyst to facilitate new implementation work plans for partners, ensuring operational consistency, and provide ad-hoc technical and operational guidance for supplementary interventions within the WGF portfolio.
Work Experience
A minimum of 5 years of relevant and progressive experience, including programme management, is required. Candidates should have knowledge of sexual and reproductive health and rights and gender equality issues, particularly GBV, including relevant international human rights standards. Experience in results-based programme management, with a focus on strategic planning and capacity building, is essential, along with experience in reporting and documentation. Prior working experience with UN agencies is considered an asset.
Skills
Demonstrated strategic thinking skills, good coordination, communication, and motivational skills are necessary. Excellent computer skills, including proficiency in Windows environment and MS Office applications (Word, Excel, PowerPoint), are required. Fluency in oral and written English and Myanmar is essential, with the ability to write clearly and concisely in both languages. Knowledge of local languages in UNFPA target states and regions is an asset. Experience in applying conflict sensitivity and 'do no harm' approaches in programming is also required.
