Job Purpose
The National Consultant for Population and Development (PD) provides essential day-to-day technical, programmatic, administrative, and coordination support for UNFPA's activities in Serbia. This role is crucial for implementing initiatives related to demographic resilience, ageing, social inclusion, and gender-responsive family policies. By coordinating with government counterparts, implementing partners, and other stakeholders, the consultant ensures effective progress tracking, activity delivery, and the organization of project events. The position directly contributes to UNFPA's mandate of advancing human capital development and demographic resilience, aligning with national development goals and the ICPD Programme of Action.
Responsibilities
The consultant will support the implementation, monitoring, and reporting of programme and project activities in population and development, including demographic resilience, ageing, social inclusion, and gender-responsive family policies. This involves coordinating with government counterparts, implementing partners, and other stakeholders, tracking progress against work plans, and supporting project activity delivery. The role includes facilitating policy dialogue and technical working groups with government counterparts to advance legislative processes, such as the Law on the Central Register of Persons with Disabilities and the Demographic Development Strategy. Additionally, the consultant will contribute to administrative and programme management processes, provide oversight and guidance to other consultants, and support advocacy, partnership building, and resource mobilization efforts through donor mapping and proposal preparation. The consultant will also assist in preparing event materials and communications for project visibility.
Work Experience
A minimum of 7 years of relevant professional experience at national and/or international level in social inclusion, population and development, and project monitoring is required. Prior experience in thematic areas relevant to UNFPA's mandate, such as ageing and family-friendly policies, is an asset. Proven experience working with government institutions, development partners, academia, and civil society organizations is necessary.
Skills
Strong analytical, interpersonal, and organizational skills are essential for managing multiple tasks and meeting deadlines. Proficiency in MS Office applications is required. A good understanding of digital tools for research and knowledge management is beneficial. Core competencies include achieving results, accountability, developing professional expertise, strategic thinking, and teamwork.
