Job Purpose
The Programme Specialist, Quality Assurance, is responsible for developing, managing, and implementing organizational policies, procedures, guidelines, and tools, including AI-powered solutions, to enhance programme quality assurance. This includes supporting results planning, monitoring, and reporting, particularly for country, regional, and global programmes. The role facilitates strategic dialogues and theory of change processes for programme design and visioning. It involves conducting critical quality analyses to identify gaps and best practices, leveraging innovative approaches and AI to inform decision-making. The specialist also provides technical advisory support for Executive Board engagement and facilitates strategic partnerships for aligning UN frameworks and country programmes.
Responsibilities
The Programme Specialist, Quality Assurance, develops and implements organizational policies, procedures, guidelines, and tools, including AI-powered solutions, to support results planning, monitoring, reporting, and programme quality assurance for country, regional, and global programmes. This includes creating standards and tools for quality programming and facilitating strategic dialogues and theory of change processes. The role involves conducting critical quality analyses of programme results, identifying gaps, lessons learned, and best practices, and promoting innovative tools and strategies. The specialist provides strategic analysis and technical advisory support for engagement with the Executive Board and facilitates strategic partnerships internally and at inter-agency levels for aligning UN Sustainable Development Cooperation Frameworks and country programmes.
Work Experience
Requires at least five years of relevant professional experience, including in-depth knowledge of UNFPA mandate areas. Professional experience in programme data management and quality assurance is essential. Demonstrated expertise in data management software, AI and digital solutions, and analytical skills is required. Experience with UN intergovernmental and interagency systems is an asset.
