Individual Consultant: Baseline Assessment and “Stock Take” GBV Case Management
Organizational Context
UNFPA Cambodia is seeking a consultant to assess GBV case management and establish a project baseline. UNFPA, the lead UN agency for delivering a world where every pregnancy is intended, childbirth is safe, and young people's potential is fulfilled, works to accelerate the ICPD Programme of Action and achieve the SDGs. This role supports UNFPA's mandate to end gender-based violence and harmful practices.
Job Purpose
This consultancy aims to address the pervasive issue of gender-based violence (GBV) in Cambodia, where significant under-reporting is influenced by social norms and inadequate systems. UNFPA, as a lead agency, supports the Royal Government's goal to eliminate GBV by 2030, aligning with SDG 5. The project focuses on strengthening governance, enhancing GBV service coordination and quality, and implementing evidence-based prevention models. The consultant will conduct a baseline assessment and "stock take" of GBV case management and data utilization, providing crucial insights to inform project planning and interventions for a sustainable environment free from violence for women and girls.
Responsibilities
The consultant will conduct a baseline assessment and "stock take" of GBV case management and data practices in Cambodia. This involves evaluating institutional coordination among GBV service providers, assessing the efficiency of case management and referral pathways, and examining data governance, security, and protection protocols. The assessment will establish a baseline for project capacity, inform training sequences, and verify previous studies on GBV data management. Key outputs include a desk review of existing protocols, development of an interview tool, key informant interviews, identification of data collection and management gaps, and a comprehensive project baseline assessment report with recommendations for strengthening GBV case management and coordination mechanisms across five provinces and fourteen districts.
Work Experience
Requires at least ten years of experience in GBV program development, with strong technical expertise in GBV case management and multi-sectoral response mechanisms. Proven experience in qualitative and quantitative research, handling similar assignments in the Cambodian context, and expert knowledge of national GBV policies and legal frameworks are essential. Familiarity with the Cambodia context is required. Excellent English language skills are necessary.
