Job Purpose
This consultancy aims to conduct a National Climate Vulnerability Mapping of Health Service Delivery Systems in Turkey. It involves a geospatial analysis using GIS data to assess the vulnerability of healthcare infrastructure to climate stressors like extreme heat and humidity. The primary goal is to identify high-risk areas and provide evidence-based policy recommendations for strategic adaptation and intervention, thereby enhancing the resilience of health service delivery systems against climate change impacts.
Responsibilities
The consultant will analyze and visually represent the threats of climate change to essential healthcare infrastructure using geospatial data. This involves correlating infrastructure locations with historical climate data (past 10-15 years) to identify statistically significant vulnerabilities and high-risk areas. Key variables include spatial infrastructure data of health facilities in risky zones, service utilization data, and climate exposure data (heat, drought, humidity, floods, wildfires). The consultant will develop a methodological framework for geospatial analysis, cross-referencing climate stressors with health indicators and service delivery units. Data will be acquired from relevant ministries and sources, with the consultant managing primary and secondary data. Finally, evidence-based policy recommendations will be formulated to guide effective interventions and institutional responses.
Work Experience
Minimum of 5 years of relevant academic and research experience in public health, demography, social policy, economics, or environmental policy. A strong publication record and experience in quantitative analysis related to health policy, demography, economics, or environmental policy are required. Proficiency in Microsoft Office and database applications is necessary. Experience with the UN or similar assignments is an asset.
