Organizational Context

This role contributes to UNFPA's mandate by focusing on evidence-based policies and data-driven programming within the Arab States Region.
Job Purpose
The purpose of this consultancy is to map sexual and reproductive health and rights (SRHR) indicators collected through routine health information systems (RHIS) across countries in the UNFPA Arab States Region. The consultant will assess the current status of RHIS, identify SRHR indicators, evaluate system capacity, and provide recommendations for strengthening data collection and use. This work will inform the development of a guidance note to support UNFPA country offices in advocating for improved health data and its application in SRHR programming, ultimately contributing to better health outcomes and the achievement of UNFPA's strategic goals.
Responsibilities
The consultant will review and refine the assessment proposal and data collection tools, conduct a literature review on the regional RHIS landscape and SRHR indicator generation, and liaise with focal points to identify and compile national information sources. Responsibilities include coordinating primary data collection and validation with Ministries of Health and other stakeholders, conducting key informant interviews, and analyzing data from participating countries. The consultant will compile a draft report detailing country-specific RHIS contexts, findings, and recommendations, and develop a guidance note for UNFPA country offices on advocating for routine health service data collection and the strengthened use of RHIS data for SRHR programming. Finally, the consultant will present key findings and recommendations and submit a final assessment report.
Work Experience
Requires five years of experience in research, policy analysis, or program implementation in health information systems. Proven experience in health systems strengthening, including DHIS2 application, within the Arab region is essential. Demonstrated expertise in drafting technical reports and guidance notes, knowledge of international health information system assessment frameworks, and strong communication and analytical skills are necessary.
