Organizational Context
The Programme Analyst, Gender and Human Rights, is based in the UNFPA Country Office in Kampala, Uganda, reporting to the Programme Coordinator Gender and Youth within the Gender Equality and Youth Development (GEYD) unit. This unit is crucial for mainstreaming gender and human rights across UNFPA Uganda programmes, supporting government and stakeholders. UNFPA's mandate focuses on ending unmet family planning needs, preventable maternal deaths, gender-based violence, and adapting to demographic change, aligning with the ICPD Programme of Action and SDGs.
Job Purpose
The Programme Analyst ensures the mainstreaming of Gender and Human Rights across UNFPA Uganda programmes, supporting government and partners through policy and programmatic interventions. This role involves delivering on gender and human rights programming, including sexual and gender-based violence, and participating in joint UN 'Delivery as One' initiatives. The Analyst collaborates with various ministries, UN agencies, and civil society to coordinate planning, implementation, monitoring, and evaluation. A key contribution is ensuring UNFPA's gender and human rights programs align with national priorities and development frameworks, facilitating policy dialogue, managing resources, and applying UNFPA CO systems and procedures effectively.
Responsibilities
The Programme Analyst contributes to the formulation and design of country programmes and annual work plans, ensuring quality and alignment with government priorities and UNFPA policies. This includes analyzing and reporting on programme progress, monitoring implementing partners, and managing budgets and expenditures. The role involves expediting project implementation, fostering collaborative relationships with executing agencies and government counterparts, and documenting lessons learned and best practices for future strategies.
Technically, the Analyst interprets the political, social, and economic environment relevant to Gender and Human Rights programming, identifying intervention opportunities. This involves keeping abreast of policy developments, preparing briefs for policy dialogue, and participating in national fora to integrate technical issues into national development frameworks. The Analyst also addresses policy issues, provides substantive inputs for policy dialogue, and ensures increased availability and use of services for SGBV victims, alongside improving data collection and analysis.
Furthermore, the role supports advocacy and resource mobilization efforts by preparing documentation, developing factsheets, and crafting project proposals with Gender and Human Rights components. This includes building multi-sectoral partnerships for advocacy within the broader ICPD agenda and representing UNFPA at key events. General support duties involve standing in for team members and carrying out other assigned tasks.
Work Experience
Candidates should have at least two years of progressively responsible professional experience in development and population activities, with a desirable focus on gender and human rights. Experience in Sexual and Reproductive Health and Gender-Based Violence, including support programmes for SGBV survivors and access to justice, is preferred. Specialized knowledge in gender-based violence, women's access to justice, and relevant laws/policies is desired. Experience in programme/project management, particularly in large multi-sector programmes, is essential. Prior experience with the UN system or working with the Ministry of Gender Youth or a Human Rights Organization in Uganda is an asset.
