UNFPA
CONSULTANT POUR LA FORMATION D’UN POOL D’EXPERTS EN QUANTIFICATION
Organizational Context
Madagascar faces high maternal and neonatal mortality, exacerbated by stock ruptures of essential medicines, including contraceptives. Universal access to these products is vital, making accurate quantification an indispensable process. The national Logistics Management Technical Unit (UTGL) conducts quantification exercises, but challenges persist due to weak data, centralized approaches, and a lack of skilled regional human resources, hindering effective supply chain management.
Job Purpose
The purpose of this consultancy is to establish a national and regional pool of quantification experts in Madagascar. This involves training participants to enhance their knowledge of supply chain management, particularly data collection, analysis, forecasting, and supply planning for health products. The role aims to strengthen regional committees' capacity to provide technical support for accurate and coordinated national quantification, ensuring sustainable processes for health product forecasting, supply plan monitoring, and stock management. This initiative, supported by UNFPA, is crucial for improving the availability of essential medicines and ultimately reducing maternal and neonatal mortality.
Responsibilities
The consultant will describe and apply various quantification methods and approaches, including techniques for adjusting data and formulating realistic assumptions crucial for effective forecasting. This involves identifying the specific data necessary for diverse methods of supply forecasting and planning. A core responsibility is to conduct comprehensive quantification of health program products, ensuring accuracy and relevance. The role also entails evaluating cost estimations and identifying viable options to address potential funding gaps for the required quantities of essential medicines. Furthermore, the consultant will ensure the implementation of robust post-quantification follow-up activities to monitor outcomes and facilitate continuous improvement. Finally, meticulous documentation and clear presentation of all quantification results are required to inform strategic decision-making and strengthen the overall supply chain management system, thereby contributing to the sustained availability of essential health products at both national and regional levels.
