Organizational Context
The Administrative and Procurement Associate post is situated within the UNFPA Eastern Europe and Central Asia Regional Office (EECARO) in Istanbul, reporting to the Regional International Operations Manager (RIOM). This role supports the RIOM in driving operational efficiency and effectiveness across the region, providing expert guidance on procurement and administrative policies. UNFPA is the UN agency dedicated to sexual and reproductive health, aiming to fulfill every pregnancy, childbirth, and young person's potential.
Job Purpose
The Administrative and Procurement Associate plays a crucial role in supporting UNFPA's strategic direction by ensuring the effective execution of procurement, administrative, and affiliate personnel services across the Eastern Europe and Central Asia (EECA) Region. The position focuses on developing regional capacity and fostering operational excellence, ensuring high-quality, compliant, and timely delivery of UNFPA programmes and projects. This involves assisting in the development and implementation of regional operational initiatives, providing expert guidance, and contributing to overall operational efficiency and effectiveness within the region.
Responsibilities
The role involves assisting the Regional International Operations Manager (RIOM) in developing and implementing regional operational interventions to enhance cost efficiencies and operational excellence, including data analysis and process coordination. The incumbent will lead efforts to build regional capacity and ensure compliance with procurement, administration, and affiliate workforce policies, and assist in implementing audit recommendations. Key responsibilities include coordinating the full procurement lifecycle, from planning and solicitation to contract drafting and closure, and managing affiliate personnel hiring processes. Additionally, the role involves vendor management, supporting tax and fraud control, coordinating UN reform initiatives, and providing administrative and logistical support for premises and vehicle management, including developing SOPs and reports.
Work Experience
A minimum of seven years of relevant experience in administration, procurement, logistics, and premises management is required. Proven experience in managing procurement and administrative functions within development organizations is essential. Expertise in public sector supply chain management and UN policies and procedures is preferred. Proficiency in Microsoft Office and experience with ERP systems are necessary.
