Local Consultant-Development of Midwifery Investment Case-Dar Es Salaam-Tanzania
Organizational Context
UNFPA, the UN agency for sexual and reproductive health, is supporting the Ministry of Health in Tanzania to develop a Midwifery Investment Case. This initiative aims to guide strategic investments, advocate for policy formulation, and mobilize resources to improve maternal and neonatal health outcomes. The consultant will report to the Assistant Representative, contributing to UNFPA's mandate of ensuring every pregnancy is intended, every childbirth is safe, and every young person's potential is fulfilled.
Job Purpose
The primary purpose of this role is to generate robust, locally relevant evidence to inform strategic advocacy and policy engagement for the institutionalization of midwifery models of care in Tanzania. This will ensure equitable access to quality midwifery-led care, availability of quality-assured commodities, and increased domestic resources. The consultant will develop actionable recommendations for financing mechanisms, conduct impact modeling to project health and economic returns, and tailor advocacy messages for diverse audiences, ultimately contributing to a significant reduction in preventable maternal and newborn mortality.
Responsibilities
The consultant will lead the development of a Midwifery Investment Case for Tanzania. This involves organizing an inception workshop with key stakeholders, developing a stakeholder engagement plan, and conducting a comprehensive situation analysis of the maternal and neonatal health landscape, including policies, services, and workforce. The role includes defining intervention packages, performing health impact and cost modeling using tools like the Lives Saved Tool, and developing investment scenarios. Additionally, the consultant will analyze the midwifery workforce, identify gaps, and propose strategies for scaling up, assess policy and regulatory factors, and provide recommendations for an enabling environment. The process culminates in validation workshops, dissemination of findings through policy briefs and advocacy materials, and submission of key deliverables.
Work Experience
Requires a minimum of 5 years of professional experience in health financing, investment case development, or cost-benefit analysis, preferably in reproductive health. Experience with standard costing or impact modeling tools relevant to SRMNCAH service packages is essential. Demonstrated experience engaging with government, UN agencies, and development partners is also required.
