Job Purpose
The Senior National Population and Development Consultant will serve as a key member of the Ministry of Finance and Planning (MoFP) team in Palestine. The primary purpose is to facilitate and coordinate efforts to activate the National Population Committee (NPC), foster multi-sectoral coordination, and generate crucial demographic evidence. This evidence will inform decision-makers and support the integration of demographic resilience into the periodic Strategic Plan for 2028-2030, thereby strengthening national planning and policy formulation.
Responsibilities
The consultant will act as the Technical Coordinator and Secretariat for the MoFP/NPC, supporting the Deputy Minister's office in managing communications, drafting agendas, and facilitating meetings. Key duties include developing a 2026-2027 NPC Operational Roadmap, establishing a Population Policy Expert Group, and organizing sectoral expert roundtables to analyze demographic trends. The role involves formulating guidance for strategic plans to be responsive to demographic changes, conducting capacity building assessments, and developing a corresponding plan. Additionally, the consultant will organize knowledge-sharing webinars and sensitization sessions for NPC members and line ministry leaders, ensuring comprehensive documentation of all activities and timely submission of technical documents.
Work Experience
Requires 7-10 years of proven experience in health, social, and economic policy analysis, demographic and population research, and strategic planning. Experience in facilitating high-level policy dialogues, multi-stakeholder roundtables, and capacity-building workshops is essential. Prior experience with government entities in Palestine and with UNFPA is desirable.
Skills
Strong analytical and coordination skills, with expertise in demographic analysis, policy formulation, and strategic planning. Proven ability to facilitate high-level dialogues and capacity-building initiatives. Familiarity with the Palestinian national data ecosystem and SDGs is crucial. Excellent communication and report-writing skills in Arabic and English.
