Job Purpose
The consultancy aims to develop a national disability data ecosystem in Papua New Guinea to enhance the availability, quality, and utilization of disability-disaggregated evidence, addressing critical data gaps. The lack of reliable data hinders policymakers' ability to understand and address the vulnerabilities of persons with disabilities, particularly concerning sexual and reproductive health, legal support, and protection from violence. The consultant will design and deploy a specialized, secure, and inclusive web-based platform to manage, generate, and display disability-related information, facilitating data-driven decision-making.
Responsibilities
The consultant will undertake end-to-end web platform development, creating both front-end and back-end components using technologies like HTML, CSS, and JavaScript. Key responsibilities include building functionalities for data input, retrieval, processing, filtering, visualization, and reporting, alongside implementing secure user authentication and role-based access control. Ensuring compliance with Web Content Accessibility Guidelines (WCAG) 2.1 is paramount, optimizing the user interface for individuals with disabilities. The role also involves designing secure database structures, enforcing data validation, managing backup and recovery, and enabling data export. Comprehensive testing, including user testing, and providing technical documentation and training are also required.
Work Experience
Requires at least five years of proven experience in web application development, with strong skills in front-end and back-end frameworks (HTML, CSS, JavaScript). Demonstrated experience implementing Web Content Accessibility Guidelines (WCAG) 2.1 and direct experience in database design and secure data handling are essential. Proficiency in Microsoft Office is required; experience with social impact projects, government institutions, or the UN is advantageous.
