Job Purpose
The Programme Analyst, SRHR, provides policy guidance and technical support for universal access to sexual and reproductive health services and rights, aligning with UNFPA’s Strategic Plan and Timor-Leste’s Country Programme (CP5). The role oversees and manages UNFPA-supported interventions to strengthen the health system, improving access to integrated SRHR and gender-based violence (GBV) response services across development and humanitarian contexts. This position contributes to policy and programme formulation, guides implementation, and ensures programmatic and advocacy results through planning, monitoring, reporting, analysis, and evaluation. The Analyst also fosters collaborative relationships with government, UN agencies, and civil society to support programme implementation, expand partnerships, and address emerging issues, influencing diverse counterparts to achieve UNFPA’s mandate.
Responsibilities
The Programme Analyst engages in policy dialogue with government and partners to integrate SRHR into national policies and UN frameworks, providing technical support to the Ministry of Health for developing and implementing SRHR and GBV response policies, guidelines, and training. This includes representing UNFPA in health sector working groups and promoting SRHR integration within national development frameworks. The role involves developing advocacy materials, advocating for evidence-based SRHR policies, analyzing the political environment, and supporting resource mobilization efforts by exploring funding opportunities and maintaining partnerships. Furthermore, the Analyst ensures timely preparation of annual work plans, manages the SRHR programme including budget planning and approvals, supports implementing partners throughout the programme cycle, and monitors budget and expenditures. In collaboration with the M&E Analyst, the role conducts monitoring visits, assesses intervention effectiveness, and contributes to the M&E plan, documenting lessons learned and strengthening partnerships for technical assistance delivery.
Work Experience
Candidates need a minimum of two years of professional experience in SRHR programming, preferably in programme/project management within a public health or development context. This includes proven experience in sexual and reproductive health and rights, with knowledge of family planning, maternal health, adolescent SRHR, or SRHR in emergencies. Experience in policy advocacy, national strategy development, and engagement with government health systems is essential, with familiarity in the Timor-Leste health sector being a strong asset. Strategic thinking, coordination, communication, and results-based programme management, particularly in strategic planning and capacity building, are also required. Prior UN system experience is an asset.
