This role supports the UNFPA's mission to ensure every pregnancy is wanted, every childbirth is safe, and every young person's potential is fulfilled. The consultant will work closely with government ministries, civil society, and international agencies to implement programs effectively. Reporting to the Assistant Representative in FSM, the position contributes to UNFPA's strategic plan and the 2030 Agenda for Sustainable Development.
Job Purpose
The consultant will support the implementation of interventions under the Transformative Agenda at national and sub-national levels, ensuring alignment with the 2030 Agenda, ICPD Programme of Action, and UNFPA's Strategic Plan. This involves providing technical and program management support for the development, implementation, monitoring, and reporting of the RMI Programme. The role contributes to achieving UNFPA's global and regional objectives by strengthening national capacity and ensuring effective program delivery in line with the host country's development agenda.
Responsibilities
The role involves comprehensive programme development and implementation support, including assisting the Sub Regional Office in program delivery and operational activities. Key duties include continuous monitoring of activities, supporting implementing partners in developing quality work plans and progress reports, and contributing to UNFPA and donor reporting. The consultant will monitor project expenditures, identify operational and financial issues, and propose solutions. Coordination of quarterly meetings with implementing partners, conducting monitoring missions, and supporting capacity building of counterparts are essential. The role also includes contributing to reproductive health commodity security, preparing national and regional events, and providing clarifications on operational guidelines. Drafting project papers, briefing documents, and reports, analyzing incoming documents, and liaising with other UN agencies are also part of the responsibilities. Furthermore, the consultant will support knowledge management by managing initiatives, synthesizing best practices, and developing communication materials. Serving as a focal point for thematic areas, analyzing the socio-economic environment, and supporting policy development are crucial. Partnership development with various stakeholders and contributing to resource mobilization efforts are also key functions.
Work Experience
A minimum of four years of progressive professional experience in program and national capacity development or international development is required. Experience in advocacy and knowledge management is beneficial. Proven teamwork and inter-agency coordination skills are necessary. Familiarity with the region's social and cultural realities and strong research and analytical skills are assets. Experience with UN systems is an advantage.
