National Consultant: Programme Analyst RMI

Organizational Context

The role supports UNFPA's engagement with government ministries, civil society, and international development agencies to ensure effective program implementation. Reporting to the Assistant Representative in FSM, the consultant will contribute quality support and management to the sub-regional office team and UNFPA activities. UNFPA is the UN agency focused on sexual and reproductive health, gender equality, and population dynamics, working towards achieving the SDGs and the ICPD Programme of Action.

Job Purpose

The consultant will support the implementation of interventions under the Transformative Agenda at national and sub-national levels, ensuring alignment with the 2030 Agenda, ICPD Programme of Action, UNFPA Strategic Plan, UN Pacific Strategy, and the host country's national development agenda. Working with the UNFPA country team, Assistant Representative, technical advisors, and regional partners, the role provides technical and program management support for the quality development, implementation, monitoring, and reporting of the RMI Programme. This includes contributing to strategic interventions and ensuring their effective execution within the broader UNFPA mandate.

Responsibilities

The role involves assisting the Sub Regional Office (SRO) in program delivery and operational activities, including continuous monitoring and follow-up of activities, finalizing queries, and summarizing reports. The consultant will support the monitoring of country office tasks, participate in reviews, and contribute to periodic and annual reports. Responsibilities include providing quality inputs for reporting, supporting implementing partners in developing work plans, and monitoring project expenditures against budgets to identify and resolve operational and financial issues. Coordination of quarterly meetings with implementing partners, conducting monitoring missions, and supporting training needs of counterparts are key. The role also entails monitoring reproductive health commodity security, assisting in event preparation, clarifying operational guidelines, and drafting project documents. Additionally, the consultant will analyze incoming documents, liaise with other UN agencies, manage initiatives to improve capacity in population and reproductive health, and contribute to knowledge management by synthesizing best practices and developing communication materials. Serving as a focal point for thematic areas, analyzing the socio-economic environment, and supporting policy development are also included. Partnership development with UN agencies, government, donors, private sector, and civil society, along with resource mobilization efforts, are crucial. The consultant will also provide day-to-day support to office management needs and perform other assigned duties.

Work Experience

A minimum of four (4) years of progressive professional experience in program and national capacity development or international development is required. With a Master's degree, two years of relevant experience is sufficient; with a license, three years of relevant experience may be considered. Experience in advocacy and knowledge management within the duty station and in international cooperation is needed. Proven teamwork, inter-agency collaboration skills, and sound knowledge of regional social and cultural realities are essential. Strong research and analytical skills with field experience are an asset. Substantive knowledge and practical experience in population, reproductive, and sexual health programming are strongly desired. Computer literacy in MS Office and internet usage is required. Previous UN experience is an asset.
