Organizational Context
This position is within the Facilities and Administrative Services Branch (FASB) of UNFPA's Division for Management Services (DMS). FASB provides essential support services for facilities, assets, travel, and administration. The incumbent reports to the Chief of the Branch and supervises staff. Job Purpose
The Section Chief provides leadership and supervision for critical administrative functions including Business Operations Strategy (BOS)/Common Back Office (CBO) implementation, Efficiency Reporting, Fleet Management, Common Services, and Mail & Pouch Services. This role involves leading and coaching a team, overseeing UNFPA's global vehicle fleet, guiding participation in UN Reform efficiencies, and negotiating with UN service providers on a global scale. The purpose is to ensure efficient and effective administrative operations that support UNFPA's mandate and strategic objectives.
Responsibilities
The role involves providing strategic guidance and leadership in administrative and common services, including developing and maintaining policies and procedures, interpreting guidelines, and monitoring compliance. It also includes negotiating global Service Level Agreements (SLAs) and Universal Price Lists. The incumbent will lead the implementation of the UN efficiency agenda, representing UNFPA in relevant task teams and ensuring efficiency gains are reported. Strategic guidance and leadership in global fleet management are key, encompassing negotiations with service providers, overseeing vehicle leasing and tracking, and managing fleet sharing initiatives. Furthermore, the position requires leading, managing, and coaching staff within the section to foster development and ensure smooth operations of services like mail, courier, pouch, and business operations.
Work Experience
Requires 7 years of management experience at national and international levels, ideally including field experience. Knowledge of the UN common system and experience with the UN Efficiency Agenda, including BOS implementation, is highly desirable. Proficiency in Microsoft Office Suite is mandatory.
