Organizational Context
The Programme Analyst is based in the UNFPA Uzbekistan Country Office, reporting to the Assistant Representative. UNFPA is the lead UN agency dedicated to delivering a world where every pregnancy is intended, every childbirth is safe, and every young person's potential is fulfilled. The role supports the implementation of the UNFPA Strategic Plan and the Programme of Action of the International Conference on Population and Development, contributing to the achievement of the Sustainable Development Goals by 2030.
Job Purpose
The Programme Analyst plays a crucial role in the effective management of UNFPA's Population and Development activities within Uzbekistan. This position involves analyzing socio-economic trends to inform project formulation, evaluation, and joint programming initiatives. The role guides and facilitates the delivery of UNFPA programmes by monitoring progress and ensuring adherence to established systems and procedures. Additionally, the Programme Analyst supports programme staff in selecting appropriate data collection methods and interpreting results to assess sector trends and formulate targeted project interventions, thereby contributing to evidence-based policy development and program success.
Responsibilities
The Programme Analyst collaborates with government counterparts, academia, NGOs, and other partners to substantively contribute to the formulation and design of country programmes and projects in Population and Development, ensuring alignment with government priorities and UNFPA policies. This includes analyzing the political, social, and economic environment to identify opportunities for UNFPA intervention and preparing briefs for policy dialogue. The role expedites programme implementation by fostering collaborative relationships with executing agencies and UN partners, and coordinates UNFPA's support for government data, demographic resilience, and forecasting efforts. Furthermore, the Programme Analyst leads in documenting knowledge and technical papers on Population and Development trends, assists in advocacy and resource mobilization by preparing funding proposals and participating in donor meetings, and monitors project expenditures to ensure budget adherence and targeted delivery levels.
Work Experience
Requires two years of experience at the national or international level in designing, managing, implementing, monitoring, and evaluating development programs and projects. Proficiency in computer and office software packages is also required.
