Job Purpose
The incumbent leads the day-to-day operations and oversight of UNFPA's program content in Rakhine State, Myanmar, under the guidance of the UNFPA Representative and direct supervision of the Deputy Representative. This role is crucial for coordinating with partners, leading advocacy efforts, managing finance, personnel, and office administration. A key responsibility is ensuring UNFPA's mandate is strategically positioned within inter-agency coordination mechanisms, providing authoritative leadership in Gender-Based Violence (GBV) and Sexual and Reproductive Health (SRH) coordination to achieve measurable results for women and young people.
Responsibilities
The Head of Sub-Office serves as the primary UNFPA representative at the sub-national level, developing strategic partnerships and leading engagement with stakeholders. This includes leading UNFPA's participation in humanitarian coordination mechanisms in Rakhine, ensuring integration into inter-agency initiatives, and maintaining communication with civil society, partners, donors, and the private sector. The role involves leading the design, formulation, and implementation of UNFPA interventions, providing substantive inputs to country strategy documents, and overseeing Annual Work Plans and budgets. Additionally, the incumbent is responsible for identifying capacity gaps among national partners, coordinating technical assistance, and managing program implementation and finances using Results-Based Management tools. This position also oversees sub-office personnel, ensures safety and security, and develops sub-national resource mobilization and advocacy strategies.
Work Experience
A minimum of 5 years of experience at the national and international level in Programme Management and Development. Experience in humanitarian coordination, reproductive health, and gender issues in humanitarian or development settings is required. Desirable experience includes coordinating with implementing partners, UN agencies, and donors, as well as expert knowledge of international humanitarian tools related to GBV and humanitarian emergency operations.
