Recent shifts in the local landscape, including new census data and strategies, necessitate a thorough evaluation of program assumptions. This role supports an independent Mid-Term Review to assess progress against transformative results in family planning, maternal health, and gender-based violence, ensuring alignment with local realities and stakeholder perspectives.
Job Purpose
The primary purpose of this consultancy is to conduct a comprehensive, independent mid-term assessment of the 7th Country Programme's progress, relevance, effectiveness, efficiency, and sustainability in Papua New Guinea. As the National Consultant, this role is crucial for integrating international evaluation frameworks with on-the-ground realities. The reviewer will ensure local context and field-level evidence across key thematic areas, including SRH/MH, Family Planning, GBV/SARV, Gender/Social Norms, and Population Data, are deeply incorporated. The findings will directly inform a strategic reset of performance indicators and guide actionable recommendations for adapting the country office to emerging demographic changes.
Responsibilities
The Mid-Term Reviewer will support a desk review of programme documents, including the 7th Country Programme Document and annual work plans, identifying inconsistencies and gaps. Key informant interviews and focus group discussions will be conducted with UNFPA staff, government counterparts, CSOs, and beneficiaries. The role involves providing vital national perspectives on socio-political and cultural nuances affecting programme implementation and sustainability. Assistance will be provided to the Team Leader in formulating review questions, reconstructing the Country Programme Theory of Change, and evaluating outcomes. Local logistical arrangements for field missions to selected provinces will be managed. Contributions will be made to drafting the Inception Report, Draft MTR Report, and Final MTR Report, ensuring accurate capture of local perspectives. Joint evaluation of core outputs and cross-cutting themes will be undertaken, and assistance provided in delivering the stakeholder Validation Workshop.
Work Experience
Requires at least 5-7 years of progressive professional experience in conducting or supporting evaluations or research for UN agencies or international organizations. Demonstrated expertise in Sexual and Reproductive Health and Rights (SRHR) or Gender-Based Violence (GBV) prevention and response within the Papua New Guinea context is essential. Strong technical and analytical capacities with a firm understanding of the UNFPA mandate or the ICPD agenda are required.

Functional skills involve project evaluation and M&E, with proven capacity to analyze programme performance indicators and data.
