Job Purpose
The Humanitarian & Field Coordination Specialist (HFCS) leads the Humanitarian Response Unit and provides management oversight to UNFPA’s sub-national structures. This role decentralizes technical excellence, transforming Field Hubs into strategic centers that synchronize humanitarian action with early recovery. By fostering a "Nexus approach," the incumbent ensures UNFPA's presence in conflict-affected areas contributes to long-term resilience and local capacity building. The position is crucial for aligning humanitarian efforts with the UNFPA Strategic Plan, focusing on ending unmet needs for family planning, eliminating preventable maternal deaths, stopping GBV, and promoting demographic resilience through an integrated approach.
Responsibilities
The role involves coordinating the operational and programmatic work of three UNFPA Field Hubs, ensuring alignment with the Country Programme Document and humanitarian response plans, and supervising Field Hub Leads. The Specialist champions the HDP Nexus by leading its practical application, integrating peace-building into SRH and GBV programming, and facilitating the transition of emergency interventions into regular country programming. Responsibilities also include directing the Humanitarian Response Unit, overseeing emergency SRH and GBV interventions, ensuring MISP implementation, and managing commodity security for RH Kits. Furthermore, the role entails representing UNFPA in key inter-agency forums, fostering strategic alliances, leading resource mobilization through proposal development, and overseeing strategic implementing partner management, including capacity assessments and risk mitigation.
Work Experience
Requires at least 7 years of progressive professional experience in humanitarian programming, with a focus on SRH and GBV. Proven experience in Field Coordination or managing sub-national offices in complex, conflict-affected environments is essential. Demonstrated expertise in the HDP Nexus and strong people management skills leading multi-disciplinary teams across remote locations are also required.
