Organizational Context
The Resource Mobilization, Partnerships & Communications Specialist role is based in Juba, South Sudan, supporting UNFPA's mandate to secure financial resources and position the organization as a thought leader on Maternal Health, GBV, and Youth. The incumbent will bridge technical programming with persuasive storytelling to engage bilateral donors, IFIs, and the private sector, aligning with the UNFPA Strategic Plan 2026-2029 and contributing to SDGs 3 and 5.
Job Purpose
The purpose of this role is to strategically mobilize financial resources and enhance UNFPA's communications and advocacy efforts in South Sudan. The Specialist will develop and execute a comprehensive Resource Mobilization Strategy, leading the creation of high-quality proposals for various donors and identifying new funding avenues. Concurrently, the role involves designing and implementing a visibility strategy to amplify the voices of vulnerable populations, manage media relations, and enhance UNFPA's digital presence. This dual focus ensures the organization's mandate is adequately funded and effectively communicated, contributing to humanitarian, development, and peace efforts.
Responsibilities
The Specialist is responsible for developing and executing a robust Resource Mobilization Strategy aligned with UNFPA's Country Programme and evolving needs. This includes leading the end-to-end design and drafting of high-quality proposals for donors such as SSHF, CERF, World Bank, and bilateral partners, while maintaining a donor tracking database to identify non-traditional funding opportunities. The role also oversees grant management, ensuring timely submission of high-quality interim and final donor reports. In communications, the Specialist designs and implements a visibility strategy to amplify the voices of vulnerable women and girls, producing multimedia content from challenging areas. Responsibilities extend to managing media and public relations, representing UNFPA in inter-agency communication groups, transforming programmatic data into donor briefs and infographics, and ensuring compliance with donor visibility requirements.
Work Experience
Requires a minimum of 5 years of increasingly responsible experience in resource mobilization and/or high-level communications within an international organization. Exceptional English writing skills are mandatory, with the ability to synthesize complex data into persuasive prose. Familiarity with the UNFPA mandate and donor landscape is essential. Proficiency in design software and social media analytics is required. Understanding of the UN system and UNFPA operations, along with experience in South Sudan, is advantageous.
