Job Purpose
The Programme Specialist will support the coordination and management of the "Transformative Agenda" programme, focusing on Sexual and Reproductive Health & Rights (SRHR) in nine Pacific countries. This role involves managing programme components at regional and national levels, collaborating with country teams, technical units, and implementing partners. The specialist will ensure integrated and coordinated approaches aligned with the Sub-regional Office and UNFPA's strategy, contributing to the achievement of SRHR goals and the UN Sustainable Development Cooperation Framework. The purpose is to drive high-impact, sustained results in programme delivery.
Responsibilities
The role involves comprehensive programme management and implementation, including developing and finalizing work plans and budgets with partners, and providing oversight and technical guidance for results-based implementation. Key duties include ensuring timely and high-quality financial and narrative reporting, facilitating programme reviews, and identifying implementation challenges with proposed solutions. The specialist will participate in technical meetings, monitoring missions, and assessments, and support the harmonization of M&E frameworks. Analysis of political, social, and economic developments will inform engagement opportunities. Contributions to policy briefs, strategy documents, and resource mobilization efforts are expected. The role also entails supporting consultant recruitment and procurement, and strengthening coordination among teams and partners. Monitoring and reporting responsibilities include coordinating steering committee and review meetings, consolidating donor reports, and providing technical support for M&E activities. Capacity development of implementing partners in programme management and reporting is crucial. Furthermore, the role requires coordinating communication and visibility materials, maintaining knowledge management systems, and fostering partnerships.
Work Experience
Requires a minimum of five years of professional experience in programme management and development related to sexual and reproductive health, gender, and population development, with at least three years at the international level. Experience in programme implementation, monitoring, coordination, and evaluation is essential. Familiarity with UNFPA's mandate, including SRHR, population, gender, and youth, is necessary. Proficiency in Google Suite is required. Experience with the UN System or in the Pacific context is an asset.
