UNFPA Viet Nam is developing its 11th Country Programme (2027-2031), focusing on integrated, evidence-based approaches to address demographic transitions and support marginalized groups. In response to declining ODA and Viet Nam's growth, the programme will shift towards upstream advocacy and policy, leveraging innovative financing. Resource mobilization from the private sector is a strategic target to support UNFPA's mandate and mission.
Job Purpose
This consultancy aims to analyze the financing landscape and identify private partnership opportunities for UNFPA Viet Nam. The consultant will conduct a market analysis to propose viable entry points for engaging the private sector, International Financial Institutions (IFIs), and philanthropic organizations. The goal is to convert these opportunities into sustainable financing for UNFPA's mandate and mission within the context of the new Country Programme Document (CPD11). This involves identifying potential partners, assessing their alignment with UNFPA's priorities, and developing strategies for engagement to accelerate progress on the ICPD agenda and achieve transformative results.
Responsibilities
The consultant will undertake a three-phase scope of work. Phase 1 involves internal scoping and market mapping to identify viable private sector partners, IFIs, and philanthropic organizations relevant to UNFPA's priorities in Viet Nam. This includes analyzing companies for their potential to support UNFPA's mandate and categorizing them by partnership type. Phase 2 focuses on risk assessment, identifying ethical, legal, and reputational sensitivities, and refining the partner map based on these risks. Phase 3 involves designing a value proposition for private sector engagement and recommending specific engagement models and outreach platforms for high-potential partners. The final output will be a comprehensive Private Sector Engagement strategy.
Work Experience
Minimum 10 years of experience in conducting market analysis, private sector engagement, corporate social responsibility (CSR) mapping, or resource mobilization. Experience in blended finance or impact investing models is an advantage. Experience in drafting high-level strategic documents, engagement recommendations, and policy documents is required.
