International Consultant for the Development of a National Social and Behavior Change Communication (SBCC) Strategy for Adolescents' Sexual and Reproductive Health (ASRH) in Liberia
Organizational Context
This role is with UNFPA Liberia, focusing on adolescent sexual and reproductive health. The consultant will work under the overall supervision of the UNFPA Liberia Country Office Deputy Representative and the direct supervision of the Programme Specialist for Adolescents and Youth Empowerment. The position aims to address the critical public health priority of developing a national SBCC strategy for ASRH in Liberia, aligning with national policies and international best practices.
Job Purpose
The purpose of this consultancy is to develop a comprehensive, evidence-based, gender-responsive, disability-inclusive, and culturally appropriate National Social and Behavior Change Communication (SBCC) Strategy for Adolescent Sexual and Reproductive Health (ASRH) in Liberia. This strategy is crucial given the high rates of teenage pregnancy, limited access to SRHR services, and prevalent harmful social norms affecting adolescents. The role will contribute to improving ASRH outcomes by addressing key determinants such as information, norms, service uptake, agency, and care-seeking, with a special focus on vulnerable groups including adolescent girls and those with disabilities, ensuring alignment with national health policies and international best practices.
Responsibilities
The consultant will conduct a comprehensive desk review of existing national ASRH policies, programs, and relevant data, alongside mapping key behaviors, audiences, and stakeholders. This will be followed by consultations, including key informant interviews with government, civil society, development partners, service providers, and community leaders, as well as focus group discussions with segmented adolescent groups in selected counties. The consultant will apply an appropriate SBCC framework, ensuring ethical standards and safeguarding. The core task involves developing the national SBC strategy, which includes defining its vision, mission, strategic pillars, audience segmentation, behavioral objectives, theory of change, messaging framework, communication channels, an implementation plan, and a Monitoring, Evaluation, and Learning (MEL) framework. Finally, the consultant will facilitate a validation workshop, revise the strategy based on feedback, and deliver a final print-ready strategy and user-friendly dissemination materials.
Work Experience
Minimum of 5 years of progressive experience in designing, implementing, and evaluating SBCC programs, preferably in Adolescent Sexual and Reproductive Health (ASRH). Experience in developing national strategies is required. Familiarity with Liberia is highly desirable.
Skills
Strong knowledge of ASRH and SBCC approaches. Strong analytical and writing skills. Ability to conduct stakeholder consultations and develop comprehensive strategies. Familiarity with SBCC frameworks and MEL frameworks is essential.
