IC - National Consultant - Development of the M&E Framework for NAP ECEFMU
Organizational Context
This consultancy role is within UNFPA Philippines, focusing on supporting the Department of Social Welfare and Development (DSWD) and the Council for the Welfare of Children (CWC). The consultant will contribute to the implementation of the National Action Plan to End Child, Early, and Forced Marriages and Unions (NAP-ECEFMU) by developing a robust Monitoring and Evaluation (M&E) Framework. This framework is crucial for tracking progress, ensuring accountability, and driving continuous improvement in efforts to end CEFMU in line with SDG Target 5.3.
Job Purpose
The primary purpose of this consultancy is to develop a comprehensive, feasible, and government-aligned Monitoring and Evaluation (M&E) Framework for the National Action Plan to End Child, Early, and Forced Marriages and Unions (NAP-ECEFMU) in the Philippines. This framework will enable the Inter-Agency Committee (IAC-ECEFMU) to systematically monitor, evaluate, and report on the plan's implementation. By establishing a coherent system for data collection, analysis, and reporting across national and local levels, the consultant will support coordinated efforts, enhance accountability among implementing agencies, and provide essential data for assessing the impact of interventions. The ultimate goal is to ensure the effective realization of the vision for a society free from child, early, and forced marriages and unions.
Responsibilities
The consultant will be responsible for developing a results-based M&E Framework aligned with RBM principles, including a refined Theory of Change, a results framework with impact, outcome, and output levels, and SMART, gender- and age-disaggregated indicators with baselines and target-setting guidance. This includes ensuring alignment with SDG 5.3 and relevant national indicators. The consultant will also map existing national and sectoral data systems, develop data flow pathways, propose data collection, validation, and reporting protocols, and identify data gaps with practical solutions. Furthermore, user-friendly tools and templates, such as reporting formats and indicator reference sheets, will be developed, along with an M&E operational guide for implementing agencies and Local Government Units (LGUs). Facilitating structured consultations with IAC-ECEFMU member agencies and key stakeholders, documenting feedback, and supporting the validation and finalization of the draft framework are also key tasks.
Work Experience
At least 2 years of progressively responsible experience in programme monitoring and evaluation, strategic planning, or results-based management, particularly in gender equality, women’s empowerment, or prevention of violence against women and girls. Proven experience in designing and implementing results-based M&E frameworks for national action plans is required. Experience in evaluation design and mixed methods is an advantage. Experience operationalizing M&E frameworks within government systems is highly desirable.
Skills
Strong understanding of results-based management and logical framework approaches. Demonstrated in-depth knowledge of Philippine government systems, development planning, and gender equality/GBV legal and policy environment. Excellent written and oral communication, strong facilitation, and analytical skills. Working knowledge of international frameworks on gender equality and women's rights.
