Organizational Context
The United Nations Population Fund (UNFPA) is seeking a National Consultant to develop a Monitoring and Evaluation (M&E) Framework for the National Action Plan to End Child, Early and Forced Marriages and Unions (NAP-ECEFMU) in the Philippines. This role supports the government's commitment to ending CEFMU by 2028, aligning with SDG Target 5.3. The consultant will work under the overall management of UNFPA, with day-to-day technical backstopping from the Department of Social Welfare and Development (DSWD) Protective Services Bureau (PSB).
Job Purpose
The primary purpose of this consultancy is to develop a comprehensive, feasible, and government-aligned Monitoring and Evaluation (M&E) Framework for the National Action Plan to End Child, Early and Forced Marriages and Unions (NAP-ECEFMU) in the Philippines. This framework will enable the Inter-Agency Committee (IAC-ECEFMU) to systematically monitor, evaluate, and report on the implementation of the NAP-ECEFMU. The objective is to establish a coherent system that supports coordinated monitoring, reporting, and data utilization across implementing agencies and local government units (LGUs). The framework will be crucial for tracking progress against defined targets, assessing the impact and effectiveness of interventions, and enhancing accountability among government agencies, ultimately contributing to the realization of a society free from CEFMU.
Responsibilities
The consultant will be responsible for developing a results-based M&E Framework aligned with Results-Based Management (RBM) principles. This includes refining the Theory of Change, developing a results framework with impact, outcome, and output levels, and defining SMART, gender- and age-disaggregated indicators with baselines and target-setting guidance, ensuring alignment with SDG 5.3 and national indicators. The consultant will map existing national and sectoral data systems, propose data flow pathways, and develop data collection, validation, and reporting protocols, identifying and addressing data gaps. User-friendly tools and templates, such as reporting formats and indicator reference sheets, will be created, along with an M&E operational guide for implementing agencies and LGUs. Facilitating structured consultations with IAC-ECEFMU member agencies and key stakeholders, documenting feedback, and supporting the validation and finalization of the framework are also key responsibilities. The consultant will also prepare a final consultancy report summarizing tasks, outputs, challenges, lessons learned, and recommendations.
Work Experience
Requires at least 2 years of experience in programme monitoring and evaluation, strategic planning, or results-based management, preferably in gender equality or VAWG prevention. Proven experience in designing and implementing M&E frameworks for national action plans is essential. Demonstrated knowledge of Philippine government systems, development planning, and governance processes is required. Experience in evaluation design and mixed methods is an advantage, and experience operationalizing M&E frameworks within government systems is highly desirable.
Skills
Strong analytical and facilitation skills, with experience in leading stakeholder consultations. Excellent written and oral communication abilities. Solid understanding of results-based management, logical framework approaches, and Philippine governance systems. Familiarity with international frameworks on gender equality and women's rights. Working knowledge of relevant Philippine laws and policies on gender equality and GBV. Experience with M&E tools and systems is expected.
