Job Purpose
The International Programme Coordinator provides essential programmatic and technical coordination and support for the planning, implementation, monitoring, and reporting of UNFPA’s 5th Country Programme (2026-2030). This role is crucial for coordinating programme implementation and performance management, ensuring quality assurance, and advancing UNFPA’s policy and advocacy priorities. By maintaining strong partnerships with government counterparts, UN agencies, development partners, civil society, and local communities, the IPC aims to maximize impact and results. A key responsibility is coaching, mentoring, and transferring knowledge to national staff, fostering measurable improvements in their programme management capabilities and accountability.
Responsibilities
The International Programme Coordinator is responsible for coordinating programme design, quality assurance, and results-based management across thematic areas, ensuring coherence in SRHR, gender/GBV, youth, and population dynamics. This includes guiding the development and monitoring of annual workplans, budgets, and performance standards, and ensuring compliance with UNFPA policies and frameworks. The role provides technical guidance, monitors implementation through field visits and reports, and facilitates corrective decision-making. Capacity development is a core function, involving training national staff and implementing partners in programme management, financial management, and reporting, while documenting knowledge transfer. The IPC also provides technical analysis for policy engagement, supports evidence generation for sustainable financing, and appraises project proposals. Engagement in UN inter-agency forums and cultivating relationships with stakeholders are vital. Furthermore, the role contributes to resource mobilization through proposal development and partnership strategies, ensures financial accountability, and oversees accurate and timely reporting.
Work Experience
A minimum of five years of progressively responsible professional experience in programme management, preferably in SRHR, gender equality, or population and development. Demonstrated experience in results-based programme management, technical guidance, coaching, and capacity building is required. Experience in policy advocacy and engagement with diverse stakeholders is essential. Previous UN/UNFPA experience and working in resource-constrained contexts are advantageous.
Skills
Proficiency in results-based programme management, including workplan design, performance monitoring, and donor reporting. Strong technical and programmatic knowledge in sexual and reproductive health and rights, gender equality, GBV, demography, or population dynamics. Experience in policy advocacy, capacity building, and stakeholder engagement. Strong analytical, leadership, and communication skills.
