International Consultancy - Develop Programmatic Guidance and Essential Content for CSE in Humanitarian Settings
Organizational Context
UNFPA is the lead UN agency dedicated to delivering a world where every pregnancy is wanted, every childbirth is safe, and every young person's potential is fulfilled. This consultancy sits within the Arab States Regional Office (ASRO), reporting to the Adolescent and Youth Technical Advisor. The role contributes to UNFPA's strategic plan by developing essential programmatic guidance and content for Comprehensive Sexuality Education (CSE) in humanitarian settings, expanding choices and possibilities for women and young people.
Job Purpose
This consultancy aims to develop crucial programmatic guidance and essential content for Comprehensive Sexuality Education (CSE) within humanitarian settings. The consultant will lead a collaborative process involving UNFPA's Programme Division, Regional Offices, Country Offices, the Humanitarian Response Division, and strategic partners, supported by a Technical Working Group and youth leaders. The purpose is to create a practical, evidence-based, field-ready resource that addresses the unique challenges of delivering CSE in contexts with limited or intermittent contact. This guidance will empower Country Offices and field teams to effectively define and implement CSE programs, linking them to Sexual and Reproductive Health and Rights (SRHR) and Gender-Based Violence (GBV) services, and ensuring interventions are tailored to specific humanitarian environments and vulnerable groups.
Responsibilities
The consultant will lead the development of programmatic guidance and essential content for CSE in humanitarian settings. This includes developing an inception report outlining the methodology, conducting a scoping review of relevant literature and materials to identify gaps and best practices for vulnerable groups, and co-creating the programmatic guidance outline with a Technical Working Group. The core responsibility involves developing practical programmatic guidance, including operational strategies for CSE program development and management, pathways for linking CSE to SRHR and GBV services, and decision trees to help country offices define the scope of CSE based on contextual factors. Additionally, the consultant will develop a Monitoring, Evaluation, and Learning (MEL) framework and review/update existing lesson plans to serve as essential content. Finally, the consultant will co-facilitate a validation workshop with regional offices.
Work Experience
Requires a minimum of 7 years of experience working with young people in humanitarian contexts and on sexuality education. Experience in curriculum development and writing operational, technical, and programmatic guidance documents for UN development programs is essential. Knowledge of partnerships with the UN System, governments, donors, and civil society organizations, along with networking and advocacy skills, is also required.
