Job Purpose
The National Consultant will develop, review, and finalize a Gender-Responsive Case Management (GRCM) Training and Programme Manual. This involves synthesizing technical information, designing training content, and ensuring the materials are user-friendly and publication-ready. The consultant will also facilitate pilot testing and validation processes, contributing to the effective implementation of GRCM approaches within the Philippines. This role is crucial for enhancing capacity building and ensuring the quality and relevance of training resources for stakeholders involved in gender-based violence response.
Responsibilities
The primary responsibility is to develop a comprehensive Gender-Responsive Case Management (GRCM) Training and Programme Manual. This includes researching and synthesizing relevant technical information, designing training modules, and creating user-friendly operational guidelines. The consultant will be responsible for the review, finalization, and quality assurance of all developed materials, ensuring they align with best practices and survivor-centered approaches. Additionally, the role involves designing and facilitating Training of Trainers (ToT) sessions and multi-stakeholder consultations for validation and feedback. The consultant will also manage pilot testing, iterative refinement of the manual, and support its potential roll-out and institutionalization within relevant government systems, particularly DSWD and LGUs.
Work Experience
At least 2 years of experience in gender-based violence (GBV), case management, or social protection. Experience in developing training modules/manuals, facilitating ToT, pilot testing, and working with government agencies is highly desirable. Familiarity with Philippine social protection systems and GBV response mechanisms is advantageous.
Skills
Strong facilitation, coordination, and stakeholder engagement skills. Excellent analytical and report-writing abilities. Proven capacity to synthesize complex information into clear, user-friendly outputs. High attention to detail for quality assurance. Strong organizational and time management skills to meet deadlines.
