Job Purpose
The International Operations Manager (IOM) plays a crucial role in ensuring the overall economy, efficiency, and effectiveness of Country Office operations. This position impacts the functioning of UNFPA by managing key corporate resources in financial services, human resources, procurement, logistics, ICT, and common services. The IOM's strategic direction and day-to-day management contribute directly to the successful implementation of the country programme, ensuring that operations are carried out effectively, efficiently, and transparently, meeting established management targets and fostering a client-oriented approach.
Responsibilities
The International Operations Manager provides strategic direction for UNFPA operations, ensuring effective, efficient, and transparent delivery of the country programme and achievement of management targets. This includes determining optimal processes for business operations and fostering a learning environment for operations staff through coaching and mentoring. The IOM is responsible for the day-to-day management of UNFPA operations, including financial integrity, human resources management (recruitment, performance, diversity), general administration (travel, logistics, premises), and high-quality service provision. The role also involves supporting and coordinating common services with other UN agencies, ensuring UNFPA's needs are met efficiently. Additionally, the IOM ensures the safety and security of UNFPA staff and premises, supports UN/UNDP MOSS compliance, and represents UNFPA in security management teams. The IOM also builds partnerships on operational issues, represents UNFPA in inter-agency meetings, and identifies new approaches to enhance delivery capacities and cost-effectiveness.
Work Experience
A minimum of 7 years of relevant experience in development within a multicultural setting, including over 3 years in senior-level management. Requires strong management and leadership skills, with proven ability in financial and human resources management, procurement, ICT, and general administration. Experience in business process re-engineering, system implementation, and staff development is essential. Desirable experience includes initiative, strong conceptual abilities, sound judgment, and a commitment to development work and UN principles.
