Organizational Context
The United Nations Population Fund (UNFPA) is a UN agency dedicated to achieving universal access to sexual and reproductive health, promoting gender equality, and empowering women and young people. This role supports the UNFPA Country Office in Venezuela, specifically within the sexual and reproductive health component, contributing to the implementation of the national strategy for the clinical management of sexual violence (MCVS).
Job Purpose
The Associate Programme Officer (MCVS) will ensure the effective implementation of a comprehensive and standardized response to sexual violence victims in selected health centers, adhering to the National Protocol. This involves coordinating logistics for essential supplies, monitoring protocol adherence, and designing and delivering capacity-building programs for health personnel and intersectoral actors. The role is crucial for systematizing data and indicators, advocating with local authorities, and ultimately contributing to reduced impunity and the guarantee of victims' rights to dignified care, safety, and access to justice.
Responsibilities
The Associate Programme Officer will support the UNFPA Country Office in Venezuela by designing, planning, coordinating, and monitoring the implementation of the UNFPA's support for the National Plan for the Clinical Management of Sexual Violence. This includes designing the MCVS component in projects, planning supply distribution, and coordinating with other organizations. The role involves establishing links with regional and local authorities and health service providers for advocacy, technical assistance, and monitoring of clinical care, including intersectoral referral pathways. Capacity-building programs for health personnel, government protection and justice entities, and civil society organizations on sexual violence will be designed and facilitated. Coordination of activities and indicator tracking with other UN agencies, government entities, and NGOs is essential. The position will also involve instructional and logistical design for meetings and workshops, qualitative progress evaluation, and the design of community awareness and information plans. Financial follow-up of MCVS-related projects and coordination of implementing partners are also key duties.
Work Experience
At least 5 years of experience in project management, program and project implementation monitoring in humanitarian contexts, with a focus on gender and rights. Experience in facilitating content related to the clinical management of sexual violence, data management, and information systematization is required. Experience in supervision and monitoring of activities and programmatic execution according to indicators and expected results is also necessary.
Skills
Advanced proficiency in Microsoft Office Suite (Word, PowerPoint, Excel). Knowledge of Google Suite (Drive, Gmail, Docs, Sheets, Slides, Meet). Experience with ERP management platforms is desirable. Fluency in Spanish is required; basic English is desirable. Competencies include results orientation, accountability, analytical and strategic thinking, teamwork, and effective time management.
