Organizational Context
UNFPA is the lead UN agency for delivering a world where every pregnancy is intended, every childbirth is safe, and every young person's potential is fulfilled. This role supports the UNFPA Strategic Plan for 2026-2029, focusing on accelerating the ICPD Programme of Action and achieving the SDGs. The HR Business Partner manages the interface between business units and the HR function, providing strategic HR client services and driving HR programs. The position reports to the Deputy HR Director.
Job Purpose
The HR Business Partner (HRBP) is integral to the global HR team, facilitating the identification and fulfillment of organizational HR needs within their client area to support the UNFPA Strategic Plan. The HRBP aligns HR initiatives with business objectives, manages the business-HR interface, and guides managers in applying HR policies effectively. They ensure timely, client-focused HR support and collaborate on developing new HR policies. The role involves leading and coordinating key HR processes, strengthening the team's advisory capacity, and supervising HR specialists and assistants. The HRBP works with senior management and staff across various levels and offices, collaborating with other HR units, legal, and ethics offices, as well as external networks to modernize HR practices.
Responsibilities
The HR Business Partner provides expert policy advice to staff and managers on HR guidelines and practices, developing innovative solutions for complex issues and managing policy implementation at the local level. They advise on performance management and career development, manage corporate talent programs, and support leadership in linking individual performance to strategic priorities. The role involves identifying and resolving conflicts, managing complex cases, and assessing learning needs to implement customized interventions. The HRBP also participates in organizational effectiveness initiatives, advises on interventions for high-performing teams, and contributes to HR projects. They provide guidance on feedback reviews, act as a member of the Internal Consulting Group to drive organizational development, and support country offices in transitions. Additionally, the HRBP leads workforce planning, analyzes staffing trends, and contributes to the annual HR plan. They manage recruitment and staffing for national and international staff and consultants, facilitate onboarding, and support humanitarian capacity development efforts. The role also emphasizes knowledge building and sharing within the HR community and across the UN system.
Work Experience
Ten years of progressively relevant HR management experience, including five years at the international level and five years in a similar role. Experience in a supervisory/managerial capacity is required. Desirable experience includes field work and experience with international development/humanitarian organizations, multilaterals, or INGOs, as well as consulting in organizational development and change management.
