Organizational Context
Within the Programme Compliance and Quality Assurance Unit (PC&QAU) of UNFPA Ukraine, the Programme Analyst supports programme monitoring, reporting, and compliance across the country's portfolio. The role contributes to strengthening performance tracking and data quality, ensuring alignment between planning, implementation, and reporting. Reporting to the UNFPA Programme Specialist, Head of PC&QA, the position works collaboratively with programme and operations teams, implementing partners, and stakeholders.
Job Purpose
The Programme Analyst supports effective programme monitoring, reporting, and compliance oversight within UNFPA Ukraine's activities in population and development, reproductive health, and GBV. Leveraging programme management and analytical skills, the role enhances programme performance tracking, data quality, and alignment between planning, implementation, and reporting. It ensures adherence to UNFPA policies and procedures, particularly concerning implementing partner management and assurance processes. Through close collaboration with internal teams, implementing partners, and stakeholders, the position facilitates coordinated implementation, improves programme quality, and supports evidence-based decision-making for UNFPA's mandate.
Responsibilities
The Programme Analyst supports the country programme by strengthening monitoring, reporting, and compliance processes, ensuring alignment with government priorities and UNFPA policies. This includes analyzing programme performance and operational context to identify risks and recommend corrective actions. The role supports the integration of policy requirements into programme implementation and manages implementing partner oversight, monitoring workplans, reviewing reports, identifying risks, and coordinating assurance activities. Additionally, the analyst supports subcontracting oversight, enhances knowledge management by documenting lessons learned, and prepares programme documentation for reporting and resource mobilization. Coordination between programme, operations, and stakeholders is facilitated to ensure coherence.
Work Experience
Two years of professional experience in development and population activities. Experience in programme/project management, including designing proposals and liaising with partners, is required. Proven experience coordinating multidisciplinary teams is necessary. Experience in drafting and implementing legislation is beneficial. Field experience and prior UN system experience are assets.
