Organizational Context
The role is within UNFPA, the UN agency dedicated to sexual and reproductive health and rights. The Planning, Monitoring and Evaluation Analyst will report to the Information Management Specialist and contribute to programme formulation, results monitoring, reporting, and evaluation. Job Purpose
The Planning, Monitoring and Evaluation Analyst is responsible for enhancing the effectiveness of programmes and projects through robust results planning, diligent monitoring, accurate reporting, strategic communication, and quality assurance of evaluations. This role ensures that programme activities are aligned with organizational objectives and contribute to achieving transformative results. By providing technical expertise and facilitating data-driven decision-making, the analyst supports adaptive management and strengthens the overall impact of UNFPA's work in Ukraine.
Responsibilities
The Planning, Monitoring and Evaluation Analyst provides essential technical inputs for programme formulation, including developing theories of change and quality M&E frameworks, and contributes to the United Nations Sustainable Development Cooperation Framework. Responsibilities include monitoring results against targets and the UNFPA Strategic Plan, supporting annual and midterm reviews, and ensuring data quality through field monitoring and analysis. The role facilitates the reporting of results to internal and external stakeholders, developing analytical reports and supporting communication efforts. Additionally, the analyst supports the implementation of UNFPA's Evaluation Policy, ensuring the quality of evaluation processes and promoting the use of findings for evidence-based programming and organizational decision-making. Knowledge management and capacity development on results-based management are also key functions.
Work Experience
Requires relevant national or international experience in monitoring and evaluation, information management, or programme management. Experience in results-based management, evaluation, and evidence-based programming is desirable. Proficiency in data collection and visualization tools like KoboToolbox and MS Power BI or Looker is necessary; knowledge of DHIS2 is an asset.
