Organizational Context
UNFPA is the lead UN agency dedicated to delivering a world where every pregnancy is wanted, every childbirth is safe, and every young person's potential is fulfilled. The Planning, Monitoring and Evaluation Analyst will report to the Information Management Specialist and contribute to defining results, monitoring progress against targets in Ukraine's Country Programme Document (2025-2029) and UNFPA Strategic Plan (2026-2029).
Job Purpose
The Planning, Monitoring and Evaluation Analyst plays a crucial role in ensuring the effectiveness of UNFPA's programmes and projects in Ukraine. This position contributes significantly to the entire results cycle, from initial planning and defining theories of change to robust monitoring, accurate reporting, and comprehensive evaluation. By providing substantive inputs and facilitating processes, the analyst ensures that programmes are aligned with strategic objectives, that progress is tracked against defined targets, and that lessons learned are integrated for adaptive management. The role is instrumental in maintaining a culture of results and evidence-based decision-making, ultimately supporting UNFPA's mandate.
Responsibilities
The role involves facilitating and substantively contributing to results planning, including developing theories of change and quality M&E frameworks. This includes providing inputs for the UN Sustainable Development Cooperation Framework and developing annual/multiyear results plans. In monitoring, the analyst will track results against country and strategic plan targets, support annual and midterm reviews, and oversee data quality checks. Responsibilities extend to reporting results to internal and external stakeholders, compiling analytical reports, and supporting communication efforts. Furthermore, the analyst will coordinate the development and implementation of evaluation plans, manage individual evaluations to ensure quality standards, and promote the use of evaluation findings. Contributing to knowledge management and a culture of results involves ensuring RBM principles are applied and supporting capacity development for implementing partners.
Work Experience
Requires at least 2 years of relevant national or international experience in monitoring and reporting. Experience in results-based management, evaluation, and evidence-based programming is desirable. Familiarity with the UN system, UNFPA, or other multilateral organizations, along with field experience, is highly desirable. Proficiency in data collection and visualization tools like KoboToolbox and MS Power BI or Looker is needed; DHIS2 knowledge is an asset.
