Organizational Context
The Finance Associate is part of the Operations Unit within the UNFPA Ukraine Country Office, reporting to the Finance Analyst. UNFPA is the UN agency focused on sexual and reproductive health and rights, aiming to end preventable maternal deaths, unmet need for family planning, and gender-based violence. The role supports the CO's financial operations and contributes to achieving UNFPA's strategic objectives in a challenging environment.
Job Purpose
The Finance Associate is responsible for delivering high-quality financial services to internal and external clients, ensuring strict adherence to UNFPA's financial rules, guidelines, and procedures. This role involves close collaboration with programme and project staff, providing essential financial monitoring, analysis, and advice on expenditure trends and implementation rates. By applying a client-oriented and results-focused approach, the Associate interprets policies, offers guidance to the Ukraine Country Office and UNFPA-supported projects, and ensures robust financial oversight of implementing partners, thereby contributing to efficient resource management and programme delivery.
Responsibilities
The Finance Associate supports the UNFPA Ukraine Country Office by advising staff on financial and administrative matters, including budget reallocations and accounting policies. Responsibilities include examining and analyzing quarterly expenditures, monitoring operating fund balances, and reconciling reports with the general ledger. The role involves providing training to finance staff on financial policies and systems, reviewing Implementing Partner (IP) FACE submissions for accuracy and compliance, and reconciling IP reports with CO financial records. Guidance is provided to IPs on correct coding and documentation, with timely follow-up on outstanding issues. The Associate analyzes accounts for compliance with policies, reviews trial balances, and monitors financial information integrity via dashboards for monthly closures. This includes posting vouchers, managing payments, reconciling payables and deposits, correcting charges, monitoring purchase orders, managing petty cash and advances, and ensuring budgets are not over-allocated. Financial reports are prepared and submitted, institutional budgets are monitored, and VAT claims are managed. Assistance is provided during the year-end closure process, including preparing financial analyses and journal entries. The role also promotes continuous improvement in business processes and performs other duties as required.
Work Experience
Requires six years of relevant experience in finance-related work, including accounts receivable, accounts payable, and general ledger maintenance. Experience with IPSAS or IFRS is advantageous. Proficiency in spreadsheets, word processing, and computerized accounting systems (preferably PeopleSoft) is necessary. United Nations experience is an asset, as is proficiency in current office software applications and corporate IT financial systems.
