Organizational Context
UNFPA is the lead United Nations agency dedicated to delivering a world where every pregnancy is intended, every childbirth is safe, and every young person's potential is fulfilled. This role, reporting to the Humanitarian Coordinator in Kabul, Afghanistan, supports the country programme by providing quality programme support services. The Programme Assistant masters relevant rules and procedures, focusing on population and development, reproductive health, and gender issues within the framework of the UNFPA Strategic Plan.
Job Purpose
The Programme Assistant, under the direct supervision of the Humanitarian Coordinator, is responsible for delivering high-quality programme support services to both internal and external clients. This role is crucial for the effective functioning of the country programme, requiring mastery of all relevant rules, guidelines, processes, and procedures. The incumbent is expected to be client and results-oriented, applying established systems and procedures. Furthermore, the Programme Assistant contributes to substantive knowledge creation by compiling, synthesizing, and analyzing information pertinent to population and development, reproductive health, and gender issues, thereby supporting UNFPA's mandate.
Responsibilities
The Programme Assistant provides comprehensive support across programme, financial, and administrative functions. This includes assisting in programme and project planning, preparing annual work plans, and coordinating relevant meetings. The role involves compiling and presenting programme data, facilitating project review meetings, and drafting minutes. Monitoring visits to project sites and annual asset verification may be required. Financially, the assistant prepares budget revisions, monitors commitments, generates financial reports, and ensures the operational and financial closure of projects. Administrative duties encompass maintaining project files, facilitating project activities and missions, preparing necessary documentation, and ensuring knowledge sharing between clusters. Drafting routine correspondence and providing information to stakeholders are also key responsibilities.
Work Experience
A minimum of five years of relevant experience in supporting social sector or programme development activities is required. Experience in results-based management, asset management, and financial management is desirable. Proven communication and writing skills, time management, multi-tasking abilities, and proficiency with computer applications (Word, Excel, PowerPoint) are also necessary.
