Organizational Context
The Monitoring and Evaluation Analyst will work in close coordination with the UNFPA programme team in Afghanistan, reporting directly to the Monitoring and Evaluation Specialist. Job Purpose
The M&E Analyst significantly contributes to the effective implementation of UNFPA's Afghanistan programme by providing technical assistance to the Results-Based Monitoring and Evaluation system. This role facilitates the M&E Unit in data and evidence management, planning, monitoring, and reporting, ensuring the accuracy, reliability, and timeliness of data for evidence-based programming. The position supports the development of theories of change, M&E frameworks, and results plans, and promotes the use of evaluation findings for informed planning and programming.
Responsibilities
The role involves providing technical inputs for programme planning, including developing theories of change and M&E frameworks, and contributing to UN planning processes. Key responsibilities include designing and implementing robust monitoring and evaluation systems, creating and contextualizing data collection tools, and monitoring results against country and strategic plan targets. The analyst will support annual and midterm reviews, field monitoring, and data quality checks, participating in joint UN monitoring mechanisms. Additionally, the position will involve designing dashboards for data analysis using platforms like Power BI, ensuring routine data collection and analysis, and compiling analytical reports to inform decision-making. The role also includes developing and disseminating quality results reports for internal and external audiences.
Work Experience
Prior professional experience in planning, designing, and managing humanitarian programmes is required. Substantive experience in programme development, implementation, and establishing M&E frameworks in development and humanitarian settings is necessary. Experience with SRH and GBV issues, data collection, management, and analysis is required. Familiarity with UN policies and principles is an advantage.
